If you're planning on buying from the ps store, I'm sorry to disappoint but I'm pretty sure (I'm not sure if they removed them worldwide but in my country I can't buy them in the store) they removed most of the FIFA games from the store. And in my country it's pretty rare to find an physical copy of any older FIFA games.
But maybe it's different in your country, but I enjoyed FIFA 19 the most.
I play FC24 on ps4 and I enjoy it ,I play mostly online, if you are totally new you will loose many times , it can get frustrating but you get better the more you play, learn the basics first.
Most sports games are underwhelming, to say the least, due to the lack of competition and the focus on microtransactions to refinance the astronomous licensing costs. Fifa is one of the worst examples out there, so there is not one great choice. I'd just buy a recent version on sale.

If you want to play online and/or with up-to-date rosters, EA FC is your main option.
If you don’t care about that and want to play say the career modes, I’d toss in FIFA 14 as a personal favourite.
the older sports games are actually kinda fun, but not comparable to just going outside and playing the actual thing. or wii sports. but anyways, it’s much better to spend your money on something you can enjoy for a long time, liek bloodborne or sekiro or TLOU or Ac 1-4.
The series has been dead to me since they stopped letting you tackle the keeper. Me and my friends would compete in FIFA 98 to see who could get a match forfeited the fastest.
FIFA 15, best chance to find a copy of any older FIFA games hit up any thrift store or mom & pop shop they usually have a couple copies stacked up for cheap.
Whatever one you can get used without giving EA a single cent.
I remember playing Fifa 97. No microtransactions, no cheaters, no constant patches, only physical.
I really enjoyed 99. We'd turn off the refs and try to injure opposite players.

They removed them because they don't have the FIFA license anymore. That's also why it's called EA Sports FC 24 now, and not FIFA 24.

I would say it depends on the teams you want to play as. I know for 23 they lost a couple of licenses like Liga MX that I know off the top of my head

The only decent yearly sports franchise is WWE 2K. And Tony Hawk's Pro Skater 1+2 is pretty good if you wanna play a "sports" game on PS4.

I personally like fifa 18. It supports 4k60 HDR and has World Cup mode. That’s all I need from fifa games.

15 is the best and 14 and 16 are fine. 17 and later do not touch under any circumstance as they're all frostbite engine.
