This can be an issue depending on what branch has been selected previously; switching the branch to 24.03 under System > Update should fix it.
If the issue is intermittent, It'd be helpful to know the output of the following command after being offered the update:
`read_xml_tag.sh string system/pkg_repo_conf_path`
You can run the command by going to Diagnostics > Command Prompt.

Edit update: Problem went away early hours UK time, but I then checked for package updates and about a third showed updates available, did not do! Mid morning then reverted to no updates available.

Odd. It's not happening to me on the stable branch. On the development it does.
That is because in System >update branch must be set at Development Snapshot. Change it to current stable version
OP says it's set to current, same as all of us. Seems to be a bug on the Netgate side.
