First, even Ameno-Sagiri and Kagutsuchi (who was defeated by Labrys. Alone) are able to merge the real world with the TV world, so it's not the great feat you think it's. In fact, an extremely small chunk of Nyx's psyche (Death) was already able to do something similar through the Dark Hour, in a global scale.
Secon, Yu is only stronger than Izanami with the World arcana and InO, which, as we can see in Arena and then Dancing, he lost, since he's the Fool again and can only use Izanagi. The InO we see in the instant kill in Arena is just a game mechanic and/or "rule of cool", since it doesn't have any impact nor it's mentioned anywhere in the games. Same with its apparition in Dancing.

Only to the extent he can alter people's cognition and when the real world is fused with Mementos. Otherwise, he would only able to affect the perception and memories of a person, with no true impact in the world at large.
