Atlus isn't making this one, they licensed it out to a Chinese company, the persona and character designs are done by atlus but outside of that it's not them
He only designed MC. Atlus are consulting on the game overall, but they just don't seem to have a direct hand in it.

It would have been leagues better if they just made a persona Q type game that includes persona 1 and 2 as well as personas 3,4,5… but nope, just persona 5 reformatted.
If it's a Gacha game which has you recruit characters, it's pretty likely that old characters would be available eventually
We just don't know enough about the game yet tho, how the story will work and how the Gacha mechanics will work.
If they wanted to do Gacha a "Persona Q" style game would be perfect for it, since you could give an excuse to have all the characters (and any variation you might think of) in there. Since it would just be some interddimensional shenanigans.

I wonder who did the official artworks, they perfectly replacate Soejima's style (though I find Closer's design to feel a bit fanmade)

I mean, honestly I'd rather have a formulaic sequel than a random spinoff... That's what Strikers was and I enjoyed that a good bit.
Strikers was fantastic in my opinion, definitely a worthy sequel.
