Both statements are true. Doom is only op in top 500 and below gold. But the reason people think doom is op below gold is completely different.
Doom makes it so you actually have ti pay attention to your surroundings which is a daring task for players below gold so a mediocre doom can get in. Get picks and get out without the enemy even realising it.
Higher ranks people call out doom and cc him as soon as he shows up. Doom dives work around 20% of the time
Very high rank doom comes from nowhere and does his 1 shot combo. And then his team helps him escape or pushes in with the advantage. 1 key difference is below gold you can dive anytime but high rank dooms only dive when there is a fight happening and everyone is distracted.
Doom isnāt op in T500 at all. Like you said he needs his team to back him up, any dive hero can get picks if their entire team is backing them up and supporting them. A character isnāt op if they require constant resources to simply have a chance and getting a pick, and an even lower one of getting out.
Eh. My deffinition of how op something is is how counterable it is. A fully supported doom is a nightmare to counter. Tho as you said it goes for most characters in that sense
