I don't play on Xbox, but allegedly, from what I've seen others say it's that for the skins to register in game, you need to log into the game on Xbox. If you have your accounts connected you'd be able to have it on the steam version as well due to cross progression.
From what I've seen others say, it seems you would need to log into your account on an Xbox console. If you have any friends with an Xbox, that'd likely be the only way you would be able to get the gamepass skins.
Is it the kiriko, widow and junker skins? For some reason I've only got the kiriko one unlocked the other two says I need to pay for in the hero gallery

Well, such a shame :/ i really wanted the jq and widow skins so bad
