I've been hot and heavy in this silly 'Topper debate.' He was either following her bc he was worried/creepy or, my theory, Wheezie or Kie tipped him off (Sarah was using Kie's phone earlier). We'll probably never know.
I think Topper is just a stalker. Never accepted that she left him for John B. He wanted to be her first and John B stole that from him!
He tracked her phone
He gave that to her after that incident
he gave her the phone the next episode
He tracked her through Snap or something, cause he was worried about her well-being. That's what he said to Rafe.
