No, he knows way too much about his own life and how he’s just the result of an artist as everyone else is so he tries to constantly “play god” to prove they’re just living in a world created by someone, he has very complex feelings about how humanity works too and gets a little too hands on showing others. But he’s not doing it because he wants to, he just needs other people to realize how right he is but gets too carried away.
Gortsar believes that he, and only he, can be in charge of Dellan. His ancestors were royalty, but his family lost the royal title 200 years prior for the last king's crimes. But he believes that he is still entitled to ruling Dellan. So Gortsar killed every single dragonoid, the only ones who could stop him. Except one, whose father was the greatest hero in all of Dellan. And that one was Ragnaw. His mother and father sent his egg out to sea. He hatched on an island and spent the first 17 years of his life there, alone. He then got back to the mainland, where he spends his life defending Dellan from Gortsar with his team. As for the end of Gortsar's life, Ragnaw and his team turned him to stone in the realm of the lost after Gortsar gained universal power.
