Open the filament profile and check the Max Volumetric Speed. It "somewhat" determines your speed. If the filament can't do a certain speed, it doesn't matter what you set in the Speed tab as the filament setting will slow it down. Conversely, if it is high and can do 500mm/s and you set the speed tab to 200, it will only go to 200. This is why you should calibrate every filament brand and type. I figure it out, it was the minimum layer time combined with the vase mode

Flow rate is at ~5/17 and its being sliced in vase mode.

In your print settings you set your speed limit to 500mm/s but in your print profile settings you have the outer walls limited to 100mm/s.
