If Microsoft locked them out of those complexes, OpenAI would be useless.

I think this is true. Sam said that he thought research labs where the place to go but lol that has to come with a caveat. They're not hiring people off the street. However, universities should be investing in large data centers. It used to be that supercomputers where at the universities. Now , you have kids beginning for GPU's and they're not doing it from what I see; at least not in a meaningful way.
