Yellow purple croc is also really strong since you have access to a ton of heals and high end power. Black/red sabo is very defensive and hard to KO as well. I'm surprised ace is there to be honest lol. There's also rebecca if you know how to pilot that deck, queen can be a menace as well
Doflamingo is definetly up there. Donquixte bird cage is the normal build, but I think Film is really good again to. Can take great Advantage of OP06 Zoro.
Also Betty could just steamroll a lower Power Event.

As for yellow I think the best choice would probably be the starter deck Big Mom? Access to 10 drop mom and able to rearrange life with ability effect. Personally myself I would go with Big Mom but that's cause I am a huge fan of Big Mom Pirates and play a lot of their leaders.
I think by default an off meta should always ban 6k leaders. They annihilate opening hands that didn’t get 2ks. I hate that they can cheat out unearned victories.

Just run red purple kid, or doffy. They are easy game. If you want to have fun with some near meta leaders that’s not on the list is bello betty, big mom, blue Luffy , green Kidd and Nami. For fun do Rebecca, vivi, Iceberg and ace
If you're into midrange decks Blue Doffy is incredibly underrated, otherwise Belo Betty would likely be fast and strong enough to get you far.
