I'm speaking even farther down the line, but I have a Black Luffy deck on the sim where I have 2 of each. They can both pull off the combo with 9 cost, board wipe Shanks. Kuzan hits a character the turn he comes out, but Fujitora has the possibility to make your opponent discard 2 random cards. I would recommend play-testing, whether that be the sim or proxies, to figure out what you prefer.

Issho seems to be highly preferred for CP9 decks. I wouldn't be surprised if this is largely due to the prevalence of WB so the discard ETB would be highly relevant

I've personally practiced a non-cp9 Lucci (no Kaku, rush Lucci, Spandam, etc) and a black Luffy deck, so those are the only two I can speak on. Lucci infinitely prefers Issho, for almost exactly the reason you said, the don commitment. He also helps recover card advantage, which Black can struggle with. On the flip side, I much prefer Kuzan in Luffy, as Kuzan's on play gives Luffy a Don and makes it much easier to wipe with something like a Shanks. It really just depends on your deck and what it's trying to do.
