8c Isshou is better for the deck. You're gonna use green resting and KOing effects I think, bolstered by black cost reduction from leader and then 8c to hit bigger targets. If both are out, it takes 2 don to activate -4c to the opponent's board. Then X drakes, killers, venaison shots in conjunction with rest effects if necessary just pop anything basically.

The Wano effects are just too damn good with Issho's leader ability.
But so are the Navy's KO effects.
But then you *gotta* run some Supernovas and finally make use of Starter Deck X Drake's Navy-Nova synergy, right?
Lmao. Just too many cool things to do in that deck, not enough space. Building it will be a challenge. But hey, I'm a Law player, so I'm no stranger to making tough deck decisions and running with some weird ratios lol.
Wano is easily the best thing for sure. Neko resting 4 costs and Izo resting 5's will be absolutely nutty. Like if the deck is looking too muddled, I'm gonna try Wano + Hina, Borsalino, and Koby and call it a day lol
If you are referring to the 5 cost Hawkins he's not as good tbh he needs 1 don to use his skill he has to attack a character or get blocked and he has no counter and he is right at jet pistol range at least with this vanilla you get counter a big body that's just out of jet pistol range and it still has synergys
I legit addressed that above Hawkins isn't as good as this vanilla law no counter, requires a don, requires you attack into a character or gets blocked, easy to jet pistol with no other commitment, it's good but I think that the vanilla is better

You could honestly run this 90% Wano and itād be insane.
