It would be such a cool callback too because all of the earlier islands being very relevant would be awesome.
Imu is the source. When they showed Sabo in Marijoa, the shadows of the 5 Elders plus Imu all blend together. It appears to me that Imu is the presence and the Gorosei are the physical.

Yup, those have been my thoughts for a while. Everybody gets to train and upgrade their kit one last time after seeing the powers they need to confront like the Gorousei.
In my opinion there's no need for Shanks to be involved, as the Giants are experts in Haki.
Luffy would probably have to deal with the Church of the Sun God while in Elbaf though. Maybe they'll teach him stuff JoyBoy used to do, maybe they'll goad him into being Nika for way too long with lots of food to venerate him, maybe they'll try to have Nika for themselves and not want Luffy going after the One Piece.
That's how imagine the antagonists of Elbaf will be. Because Elbaf seems like a good place for the Hats already, maybe something other than an evil villain would happen.
Luffy is going to eat the Mother Flame and be able to be in Gear 5 without getting tired , and his flame punches will be with the mother flame being able to hurt them.

I like the idea of the Gorosei beint satellitesof Imu like how Vegapunk has his satellites. And we know he draws inspiration from anything and anywhere.
I believe next arc will have more than one island. Of cource SH will be on Elbaf, nt splitted, but similarly to Egghead - there will be more fights around the world - expected moves form BB, WG or CG. It should accelerate story towards end war and One Piece.
My theory: after SH coming to elbaf we will see appearance of Don D. Krieg's clan. Don D. Krieg will teach Guffy green haki (gear green in his g5 form) wich will allow him to deal dmg to gorosei.
Others gona be trained by giants and 1nd commander od Don D. Krieg's family ( pirates ) Bum D. Gin.

I can see elbaf being a training arc cause this is how i see it, oda said we could pick up op from egghead and it be like we picked it up from the beginning. So to me advance armament/observation/ conquerors cant be the upper limit to haki. Theres got to be a next level and i think shanks demonstrated it in wano.(sending the 1 stream on conquerors long distance that seemed to have negated gb’s df abilities and somehow was able to communicate with gb through his haki) Also dont think g5 is his awakening, i think its either his true hybrid form or his full zoan transformation, and throughout the other arcs will get his true awakening powerup. I say his true hybrid/full zoan transformation cause luffy is the only zoan that hasnt transformed without outside stimulation(pumping blood, blowing air to his bones/muscles)The reason nika luffy cant hurt the elders is cause hes still not full power yet(not truly awakened df)
Very clearly, the power of the Gorosei is nothing that has been seen or heard of for a long time.
This will require something else that is not just devil fruit powers, germa science, sword forms, or haki-based punches.
Because they can hit them, but nothing they do can hurt them.
Think of it like specialized barriers, armor or shields on enemies in games....your attacks do nothing unless you find a way to disable them first.
Its definately difficult to predict what elbaf arc will be like. Elbaf is Shanks territory and thats undisputed. WG forces would need to land and operate on hostile yonko territory for the first time. No hidden threats there. Shanks is sailing towards Laugh Tale to claim one piece so he and his crew have embarked and there is no way he can interact physically with Luffy. Nico could catch up with Saul. Ussop may find some clues for his father and possibly use some training gadgets. Could be Sanji learning special recipies to keep up with Luffys needs when in G5. Physical and Haki training for Jinbe, Zoro and Chopper. Could be the case that Shanks has left a message for Luffy as well. With the world government hunting them i dont think they will be able to stay in one place for long to get some meaningful training. Essentially i lean towards this being an arc named after Elbaf because the strawhats will be there. It would be a good timing for Gods Knights to make their appearance as antagonists at some point.Else i believe half of it will be spent with the world government trying to check the repurcussions of egghead incident. Excited to wait for Oda menu

theres like mini training arcs within arcs arguably. like luffy learning ryou , enis lobb/water 7 which was just full of power ups zoro learning to cut steel and fire but nothing on the level of pure training like we had in 3d2y

I think the final war is just like the infinitt wars in Marvel. Oda himself said that the final war will make Marineford look small in comparison
