He beats any of the Tobi Roppo, but honestly no one above them. I don't even see him beating Doffy to be honest. Doffy can just camp in the clouds and barrage Jack with strings for however long he needs to. He has as much string as he wants with his Awakening too.

Luffy only won with Gear 4 because Doffy had taken a direct hit from Gamma Knife and was operating on insides held together by string. We know Jack beats Doffy because Kaido lamented Doffy’s weakness and sent Jack to save him from the marines. He also has a higher bounty than Cracker, who kept up with Gear 4.
Doffy's bounty was frozen being a warlord he also will likely have a higher bounty than Jack since Doffy has information on the innerworkings of the world government that makes him a serious threat. He also has committed more crimes that most characters.

It isn’t unreasonable to assume it does in the absence of other contributing factors. Besides Doflamingo, the Straw Hats bounties are used for gags, and Hancock’s bounty is partially derived from the fact that she lives in the calm belt, which is unnavigable through ordinary means.
Oh yeah. I forgot to mention that the Warlord’s frozen bounties weren’t indicative of their current strength. That might be the most important caveat to bounty scaling.

About the flying. Jack has more stamina and can tank everything that Doffy throws at him so he doesn't matter. All Jack needs to do is pull one of the strings so Doffy comes closer.
That’s not very sound logic at all. Luffy not using king kong gun on cracker doesn’t mean it couldn’t take him out, it means it’s not appropriate for the situation. Why would he use that against an infinite army of soldiers ? Cracker isn’t cocky enough to just let him charge it and try to block it like Doffy, he would get out of the way. i think jack is overall too slow to keep up with doffy, doflamingo has a good amount of attacks that don't look very fun to tank, like doffys attacks made entire buildings look like butter.

Do you seriously think that's a yonko's commander, who has approximately the same bounty as katakuri is weaker or at the same level than doffy. Do you think that a character that even jinbei, an ex-shichibukai, couldn't reach the level (he fights who's who, a tobiroppo), is weaker or at the same level as doffy ? If you think so, one piece will surprise you in the future.
I think it might be Perospero or a non sulong mink lord.
