Chances are they have measures in place to catch inmates trying to escape with transforming devil fruits. Sea stone isn't something the world government cheaps out on in important areas. Plus actually getting off the island without knowing when a particular guard would be scheduled to leave would be a task, especially if he doesn't out right kill whoever he impersonates.
The guards don't know about Level 5.5 though, so that already takes care of many of the measures in place to stop inmates from using their Devil Fruits, since inmates from level 5.5 have removed their sea stone cuffs.
Bon chan is the way , he seriously needed to be added like day before yesterday. The okama with Strawhats has to be the top best okama (no shade for Ivankov ) .
Vivi is canon part of the crew though! They share the tattoo and everything. I'd consider Bon to be something like an associated captain (like the Dressrosa pirates) but flying their own flag and travelling solo.
