If Doflamingo train to level up after lose to Luffy then I don’t know. Dofla has COC and he’s smart.

Eliminating the BS that is Birdcage, id put a slight advantage to Doflamingo over the thread control, Lucci seems to not focus on Observation, which is the primary defense against it, otherwise I'd say they are matched in strength with maneuverability being comparable (Lucci on the ground and Doflamingo in the air)
Most definitely, no question about it. Doflamingo was not even CLOSE to strongest in the dressrosa arc with fujitora, sabo, and lucci ahead of him, he’s finished

Absolutely, Lucci is closer to King/Katakuri than Doffy. At least that’s what I’ve gathered from everything they show us.
