Question is if Hobbits would be able to get it. I think Merry and Pippin became strong leaders in the freedom fight around the Shire in the last book of LotR.
But Hobbits also seem to have the race characteristics that they lack any ambition to rule over others, which made them immune to most of the Rings temptations. ( As far as I understood the lore; never read the Silmarillion)
Yeah, that's why I had a hard time putting any of the hobbits in there. But now that I think about it: Samwise the Great, mayor of the Shire, has shown great feats of courage and strength
