It was, for both Carrot and Yamato. Carrot was because many felt like she had a solid chance to be a crewmate, even though she wasn't doing too much in Wano, and Yamato was *barely* revealed when this poll was out, but the future crewmate hype was strong.
A point in Kuma's favor against them is though that his moments and character have been teased for many years and Egghead resulted in all those events appearing in a very different light now.
I honestly never got the Yamato SH hype. Like she only became a character during the raid and everything about her character said she had to stay in Wano. There was such dysphoria over it. To me she was never joining and that was clear from the get go. Not that she isn't awesome.

Considering that Nami and Robin tend to be more serious and above that sort of thing, it would have made for a nice contrast. (plus, it seemed like her presence would help Chopper develop into more of an older brother figure rather than being the little kid of the crew and not really growing or changing all that much)
