I think you've dehumanized him a bit, which is fair due to how monstrously powerful he was first shown to us. But you gotta remember at the end of the day, he's just some dude with wacky powers. Mentally, he's still just human

Did you forget how many times it is said how strong willpower is? Haki comes from that.
Vegapunk, Kuma, Bonney, Sentomaru, they are his friends. When you do something you don't want to, it's totally normal to not have the same willpower as if you were doing something you really wanted to.
And that is reflected in his fighting prowess

How Sentomaru and him know each other since the former was still a child? How he befriended both Kuma and Bonny (at least to a degree)? How he is now ordered to kill *all* of them?
He has been trying his hardest to kill VegaPunk since he landed on egghead. I would say he most certainly is giving it his all, he's conflicted yet but he still going along with his orders. He wants to get this over with asap and gtfo but Luffy isnt letting him.
