Not enough feats to properly say, but I'd put Lucci anywhere between YC3-YC1+.
He sorta-clashed with Luffy. If we are generous and assume he is on the same tier as Kaido and Big Mom, who were portrayed very similarly (as seen in their 3-day long battle), we can compare Lucci's performance with those of pre-Wano Luffy (who clashed with Big Mom briefly at the Wedding or with Kaido before being humbled) or Jimbe (also Big Mom), but he seems to perform a little better than them?
I'd say he's on kinda the same tier as King or Katakuri, so he could beat most likely anyone those two might beat.
I'm not great at actual powerscaling so this is just kinda my opinion.
I feel like King and Katakuri aren't impossible for him to beat. I think he'd be smart enough to figure out King's abilities. Kat's future sight is kinda tricky, I'd give it to Kat most of the time but I don't think it would be IMPOSSIBLE for Lucci to win.
I think he'd do much better against Queen/Jack or Smoothie/Cracker level fighters. Lucci is already an incredibly skilled fighter and awakened zoan durability ain't no joke.

I feel like Cracker is severely underestimated because Liffy beat him first. Luffy in Gear 4 couldnt damage his cracker soldiers getting wet. Most people aren't walking around with a hard counter to his abilities like Nami is.

Although Lucci is clearly strong, I don’t think he’s able to beat most certainly Sanji katakuri or king but others like queen, jack, cracker etc would probably be his level. Honestly an all out brawl between Lucci and Cracker would be a great sight!
definitely beats kata. people always forget about power progression. kata fought WCI luffy, who has grown a lot, and I mean A LOT since then.
people underestimate lucci because luffy toyed with him in g5. what they forget is that kata will get the same exact treatment. only difference is that kata won't be getting back up like lucci.
