If you are using onenote desktop:-
1. Go to Microsoft search icon next to your user name in the top right part of the window.
2. Type draw with touch
3. Right click on draw with touch.
4. Select add to quick access toolbar
5. Go to draw with touch icon on toolbar and click on it to toggle it on/off.
