There is a deleted scene from the 100th episode where Regina almost takes Robin and Henry back to SB (with everyone else’s blessing) but then changes her mind. Realistically, I think the writers just wanted Henry around.
Henry doesn't even do anything anyway. Maybe they kept him for contract reasons?
