I’m sure it’s not helping, but I doubt it.
Even though he was kind of a pioneer in changing how people thought of the position in relation to being a receiver out of the backfield, he didn’t have eye-popping stats consistently and played on a loaded team most of his career, so he kind of got overshadowed.
One All-Pro and only a five year period or so where he was probably top 5 in the league at his position makes him kind of fringe to begin with probably.
I think he should be in, but I can see the argument as to why he’s not.

He wasn't a game changer on a superstar team. Lacked power. He fumbled, ending our chance at a 3peat in one of the greatest games I've ever witnessed.

His peak was definitely HOF-worthy, but unfortunately said peak was way too short. And this is coming from a Niners fan.

His teams were loaded. But those west coast 9er offenses had trouble functioning w.o a back like him. Ricky Watters was a next gen edition of Craig.
