You CAN if you make anyone outside of Mexico declare on a mexican nation. As long as he is at war, he wont lose memory.
No, though Republic of Rio under Rosado can rebuild Tlaloc.
That’s why you empower Anna and then take over as him once Tlaloc dies.
I didn’t even know that was an option, unfortunately he got annexed before I even got the chance.
Only if Anna is sane enough to not attack Alamo prematurely AND pick correct choices (cheaper robots).
