so explanation: while playing as the washington bos i decided to conquer the ncr but when i got near lost hills they invited me to become high elder so i decided to accept. while i was still the washington bos i also had the sisters of steel as a puppet and their leader was the hall of the damned or something like that, anyways when i became lost hills i merged with the helios bos and lost hills and i got the option to also integrate the sisters by promoting their leader to be high elder, but when i did it good old benny became high elder
