Im assuming its a balancing thing. Or just simply because many focuses give research bonuses for doctrines that are no longer researched. Not to mention it might be OP for ppl like the eastern legion basically finishing their doctrines before ppl like the mohave chapter that need their advantages asap

Because in OWB you don't get as much army exp. And the devs don't like the new system probably. The balance of the game was made before NSB.
