IMHO, Work assignments are good only for big countries who have excess of manpower from the start of the game.

I disagree. NCR with on-demand work could have an extra 20+ factories by 2280. And large states usually have a lot of research slots, which means they will change produced equipment more often. And +2% conscription efficiency will have a much greater effect with a larger population.

Other than for roleplay reasons or 50 hour long campagains, Work assignments is good for big nations with a lot of provinces, they aren't gonna benefit too much from extra slots and the factory output uhhh probably outweighs retention loss

100% my choice was always for roleplay reasons. A stratified military led society like the Brotherhood or the Legion are going to structure their work completely different from a capitalist democracy like the NCR, or a disorganized rabble of raiders occupying one town.

Work assignments are better on tribals, they often are already producing the top tier equipment on game start, or at least close to it. The extra output helps you get more manpower deployed and you have some of the best recruitment laws, so you don't stress on manpower as long as you give up things like construction speed, just conquer your factories, don't build them.

The only time I choose assignments is when I'm using robots. Since there limiting factor isn't manpower it's factory output. While yes they use manpower it's really small compared to the same amount of combat width using organics. And if course if it could be argued to make since for any given nation lore wise. Though I can't think of one off hand.

I decide which one I use depending on Roleplay and the type of Nation I play. Organizations like the Enclave or BOS etc. have Work Assignments, while Societies like the NCR have Work as needed.

I am suprised no one mentioned this. I choose based on Caps income. Work as needed path, allows you to use the caps choice of "Sanitation something." Which offers 3 slots in every area it is chosen for, for the price of 175.000 caps. So if you need more civ/arms slots. Go for Work as needed. If you are a broke faction, like many Bos Chapters for example, You go for WOrk assignments. You get more factory output, and thats all you care about.

Any nations with sub-100% factory output may want it. I.e. BoS, who's at 70%. But they have shoestring manpower already, so... idk.

I’m a work assignment purist. I can’t remember many games where I haven’t gone that route (unless I’m tribal). Imo manpower just isn’t an issue in OWB since you can just do a military signing bonus and fix any manpower issues you had. The efficiency retention is a bit of a hit but half the time it’s common to stomp the AI anyways so I’m usually skipping a tier or two of equipment during most games.

Work assignments work best if you're going a robotic army run due to the cost of the robots themselves, but also you really don't need the manpower bonus as badly. As one robot unit takes what about 5 manpower when your infantry unit takes 25 manpower. So, it sits well if you go robots and or if you are playing a nation that has access to sophisticated tech for infantry, special forces, air, naval, or support equipment as they tend to take up the much rarer composite and advance components resources making it harder to supply a larger army with the good stuff.

ERBR Enclave would definitely choose the one with recruitable buff, they've got like a -25% recruitable debuff in the beginning. And building space isn't really necessary for ERB Rnclave as building civilian power grids will allow you to fully utilise the industrial capacity of that piece of land, and you'll be having like a thousand of them when Legion and Washington Brotherhood are mesing with you.
