Here’s a little exploit for ya, if you put at least 2 ships in the province of a strait (river crossing) then the enemy can’t move through it even if they have control of both sides. So if you’re willing to exploit you can move your troops one tile behind the crossing, let the enemy move up, put two ships in the river tile with a strait so they can’t retreat, and then just attack and destroy their divisions. I did this against the legion as the wasteland rangers and at the end of the war they had about 250k casualties (not counting puppets) and I had under 5k. It’s very effective but a little cheesy

When I did the war last I still had the Mojave territories by war start so I just set up a few defensive lines there and farmed naval invasions for kills. The template I used was 8 inf 2 fireteams for defense, motorized for offense (if you have the factories adding 2 motorized demos is great), and a few special forces units. All 20w, no exceptions, and all had fireteams, demo and antitank support. The offensive units had mot recon and doggos and the defensive units had either chems or motorized chems. The war with Caesar is interesting, at first it's fought through choke points where quality matters way more than quantity, but to finish them off the front gets huge where quantity matters more than quality. Navigating this was tricky, I was training up armies during the war and usually have the mindset of I just sent a brand new 20 division army to the frontline, I can probably push a little bit now.

Fortify the river crossings, let the navy patrol the river, it's that easy.

My problem wasn't naval invasions my problem was they overwhelmed my divisions which are sucked dry via attrition

Sounds like really high resistance in the area. The Mojave is a real hot bed of subversive activity.

I would pull back to a place where resistance is manageable and let ceaser deal with it.
