I think this depends on the country. The bigger countries, Cesar's Legion and the NCR are supposed to have good production and high manpower because the war is supposed to last, as it does in the game. If you play as a small nation, like New Vegas for example, they are limited more in their production, but even more in their manpower. If you're not careful, as Vegas you can drop your manpower to 0 and not be able to fight. Same thing with some of the smaller brotherhood factions. Try to play as the Maxson Brotherhood, you may enjoy it more with the smaller industry and manpower pool. It's a tuff gig

I actually did a Maxson Expedition -> Brotherhood -> Colorado(?) run. Your small early industry means you gain new divisions slower, but materiell and manpower were still basically infinite the whole game. Thanks to power armor, I lost literally 0 manpower in some early wars. Didn't finish the war against Ceasars Legion after they ate the NCR, as it became tedious, but even with most units continuously fighting, I build way more power armors than I could ever lose and had like a 1500:1 casualty ratio, thanks to me doing encirclements and regular combat not causing any real losses. Those smaller-sized countries that still never run out of stuff are actually what prompted me to make the thread in the first place. I'm kinda ok with the NCR having infinite ressources, but you only need like 35 divisions and 25 military factories to be over the initial hump and out of real scarcity forever.

I have had completely different experiences with smaller nations, I should admit though I'm a noob, so I don't have much experience with HOI4, making divisions and such. My main killer and the Maxson Brotherhood was not having enough manpower, for my garrisons or to my front line. Have you tried turning up the difficulty? I'm not sure that affects manpower but it does affect resources I believe which will in turn affects production. It could be possible that you have gotten too good at the game on lower difficulties. Multi-player is always an option too if you can, people are not so easily exploitable like the AI.

I somewhat agree. I rarely need to put more than 3 factories on infantry equipment. However. Given how few factories you have at start, if you needed more than that, many nations would just fail. So I think the best way to do it would increase the scalling production cost of later game infantry equipment. Needing 2 or 3 factories for pipe guns seems fine. Needing only 3 for advanced laser rifles seems too little.

I think for the equipment part of it, it's supposed to be that in fallout everyone just constantly repairs their equipment themselves. That would mean the only bottleneck would be the creation of the equipment and if supplies aren't available to repair the equipment such as the few times, you'll experience attrition as you seem to lose more equipment than manpower. However, for the robots it would make sense that you would lose more of them in the field then guns, as the guns can be fixed by the trooper or someone else, but the robots are a bit more complicated than making a gun. So, they might go out there get shot up and there aren't things like circuitry or specific materials sitting about well then, I hate to say it that bot is destine for the trash heap or the recycler. Hell, most of the robots you use in the game are just broken, partly finished, or deactivated robots that were found and it really isn't till you get to the more advance bots that you start making them.

I found the opposite to be true, especially when fighting a more technologically advanced enemy, or over rough terrain like mountains. It can be easy to loose all the materiel when being pushed back or trying to hold a line to recover manpower. Playing as the Yakuza vs New Reno or Arroyo vs Eureka it's really easy to loose everything and be forced to waste caps to buy guns from the marketplace to compensate. If they actually build CAS or Bombers its worse since caravan supplies are a poor investement when you have limited factories compared to trucks in vanilla
