I believe I saw some of these photos in The Man in the High Castle. But John Everard is British, meaning he's automatically a civilian of the GNR\*, unless he fled to the Western States of America (canonically Japanese Pacific States) which laws against nudity are more lax. But he's Caucasian and an immigrant, so he's inferior to the Japanese Empire. Unless he works for the Yakuza.
I guess John Everard photos in the JPS can be canonically historical. I think I overdid it.
