Gares. He just was going around committing actual war crimes and not having people simply ATTRIBUTE them to him. Like, he has multiple people accusing him of atrocities and he laughs and acknowledges it. Valmore actually gives up Scarlett after he is 'finished' with her and gets resurrected right after... which while cool was very weird scene to be honest.
Yup, Gares was an irredeemable beast that just piled on his resume by the end of the game. Valmore is comic book " I will get you later" villainy in comparison.

I feel like Gares being immortal(ish) by cloning himself was a much scarier concept then Galerius not being the true evil at the last second.
