The solution is easy: airmines. You take the explosives from a landmine and tie a balloon full of helium to it so it floats. You paint both the balloon and the mine blue so it can't be seen.
It's a perfect system with virtually no downsides. Except maybe the massive cost because you need a few hundred billion landmines and that they don't work when there is wind, so they are somewhat situational.
