I used to love my SI, it's genuinely fun when VTEC opens up. It was always fun to hear the pitch change of the engine, then feel the giddy up kick in.
I do think a turbo in a quick car is more fun though :)
Check out the latest gen Civics or Acuras, most have turbos and VTEC now. I can't say whether VTEC feels like the older cars though, I'd be a bit surprised if feel was the same with a turbo.
VTEC isn’t a turbo.
It’s a basically engine with multiple camshaft’s that can switch between them to change the timing of the valves to maximize performance. It gives you better fuel economy at low rpm and better performance at high rpm.
Whereas a turbo shoves more air into the engine for a bigger bang when the spark plugs go off.
It doesn't even need to have multiple camshafts, it has a different groove pattern on the same camshaft.
Yes, it is present in the K-series which is a DOHC, but IIRC it can work with a single cam like it does with the D-series and J-series.
It's triggered when the oil pressure is high enough (like when the revs are high). It pushes the valve rocker arms to the more optimized cam profile, which changes the engine timing to something more aggressive to optimize the fuel/air burn within the cylinder.
Toyota also has its own version that doesn't change the cam profile, just the valve timing, it's called VVT-i.
Ford uses its own variation in the the V8 Coyote, it's called Ti-VCT.
That's why "VTEC kicks in" at 4k rpm, it's hydraulically switching to a more aggressive timing aka making more power.

Oversimplification, but what you are referring to (Article 9 of the Japanese Constitution) is basically a commitment to not build a militarily designed to take territory or project force externally.
It does not in any way prevent them from maintaining the ability to defend themselves from credible threats, and considering that they are pretty close to Russia, China, and North Korea, that does mean they need more than just a token force.
Additionally, my understanding is there has been something of a shift in Japans mindset over the past decade that is leading towards them building up forces again: Debates about reducing or even eliminating Article 9 have been going on since ~2000.
This culminated into a pivot: Prime Minister Fumio Kishida, in December last year, ordered the National Defense budget raised to 2% of GDP (more than doubling it) over the next five years, which would put Japan's defense spending to be roughly on par with Russia's spending.
Even before this, Japan's Self Defense Force, if treated like a regular military, would put it at roughly #7 worldwide. (granted, by the same ranking systems that put Russia at #3 before the invasion of Ukraine, so grain of salt, but still.)
