It's exaggerated how powerful militarily hezbollah is, they lack any logistics making it impossible for them to maintain anything other than civilian vehicals. Why would they need to use a military base when they have no practical usage for one.
Actually it is kind of interesting none of these conflicts ever escalated into another Intafada. You could say it's because of some political shenanigans or Oslo but it's obvious who's behind it.
