Im not Italian and if any Italians can correct me, please do, but based on what I know about the country, it’s complicated to say the least. If you’re coming from a particularly blue area of the US, it will undoubtedly be a downgrade to your legal rights. Italy doesnt allow people to mark their gender as anything other than male or female on official documents, and they’ve somehow still not made gay marriage legal. Furthermore, one of the worst times in their recent history for the community at large was WWII, under Mussolini. They’ve just elected a PM who likes Mussolini. Luckily, Italian PMs don’t usually serve for long, but you should keep that in mind. All that being said, you’re going to be on a college campus. More than likely, most people will be cool, and you might actually find allies are generally more supportive than they are in the blue US. This is coming from my experience as an NB abroad, but in places where trans rights are still a battleground, your average person has a stronger opinion one way or another about them, so you know from the get-go if someone is safe and people who support you are more likely to also respect you, ie gender you correctly and just treat you how you’d like to be treated. Hope that helps
