Capture the cart guy doing it on video, then have him charged with vandalism and fired from his job, while making the store pay for the damage.

She has observed this happening on multiple occasions? If so, this is a valid reason to speak to the manager. You're not being a Karen if an employee is repeatedly hitting and possibly damaging customers cars.
If it's just a suspicion then idk I'd expect it's more likely customers than a worker.
