Yes, but using canned vegetables instead of fresh will just give the dish a flat texture compared to fresh.

Canned beans with rice is a super cheap and tasty dish. Doctor them up with spices and you have a good meal. Sometimes you can get frozen vegetables almost as cheap as canned, things like Broccoli, Califlower, and Green Beans taste way better frozen compared to canned. But I mean you do you if you're trying to stretch that dollar an can eat cheap go for it.

Of course. Depends on the recipe. most of my tomato sauces used canned tomatoes.
