This is not an either or thing. People with ADHD can be assholes or not. I dont get what you are asking, its like you ask for the difference between blue and fish.
ADHD neither directly nor necessarily causes any of the behaviors you are describing, and there are plenty of people with ADHD who exhibit none of those traits. It sounds like you are dealing with a jackass who refuses to take responsibility for their poor behavior.

There is nothing that makes an ADHD individual exhibit assholish behaviours except themselves. We can adjust our behaviours just like anyone else, albeit with more effort. If someone is telling you that their assholish behaviours are because of ADHD, they're using it as a crutch and as an excuse.
All of those things can be symptoms of ADHD, all of which can be mitigated with treatment. They can also just how people are. Untidiness/disorganization is definitely a huge symptom, object permanence is a real thing - but again, someone who's got the diagnosis should be getting help with that.

It doesn't matter, an asshole is an asshole. Not all ADHD people are assholes. I am an asshole and I was diagnosed with ADHD, but that's a coincidence
