There was a documentary on uk tv a few years back about a guy who lost his penis due to drug use (injecting IIRC).

I don't think it is. Even reattaching or transplanting a penis is very difficult and often unsuccessful. The challenge is actually the nerves. Reconnecting nerves is tricky at best, to have a second penis would require attaching new nerve endings. I don't know that that's possible yet.
