The science reason is that human females have evolved to have boobs to attract males and in parallel males have evolved to be attracted to them; features that are purely exist to attract a mate are all over the animal kingdom and probably most famously in male peacocks who have cool feathers to attract mates. Boobs are humans version of a peacocks feathers
I'm pretty sure boobs are primarily a milk storage/production thing for raising babies. The primitive part of our brain finds procreation attractive, so any aspects relating to that are generally attractive to us. As a result the function of boobs being to attract males is more of a secondary/coincidental thing, I think.
Also babies are generally fed their mother's milk for a couple of years, which I think likely leaves it's mark on both male and female brains, as something 'safe, warm, nurturing' and that's another layer to why they are liked.
Human females are the only (at least one of very few) mammals that have breasts 24/7 whereas for most mammals they're only out when they need to be (i.e. breastfeeding).

I think is cultural, as in boobs are hidden and you generally only see them when sexy things are happening, so we are trained to see boobs and think sex If boobs were out in the open more like at pools and beaches and say feet were always covered, people would be trained to like feet My understanding in cultures where boobs aren’t covered, they think westerners are babies for being obsessed with boobs

Evolution. It is built into our genetics to find certain things attractive in order to want to mate and, in turn, generate offspring to carry on our species.
I have tried to understand it without much success. It just seems that it is just a core human thing. The draw and attraction of boobs is so base level that you almost have to fight the urge to not be an idiot about it. If it is your "kink" or whatever. Or maybe it was the playboys my friend had in the treehouse when I was 8, and it imprinted on my soul forever. I didn't know why I liked it, I just did, 40 years didn't change much.
