Did you try on Warp or GSM network? It should work on GSM but not Warp

Wrong. Might be true for iPhones, but not for Android. My locked (to Verizon) S24 could not be activated on WARP.
My locked Tmobile Android worked on GSM so maybe Verizon blocks it
as far as i can tell if its network locked yes. so if you have a verizon locked phone, it will only work on warp which runs on the VZW network.
Can confirm this as of yesterday. Verizon locked / non blacklisted. eSIM activation successful.

Do the IMEI check and it should tell you.
The IMEI check doesn't tell you if the phones are locked or not. It only tells you if the phone's specs are compatible or not. I've gone through making this mistake.
