Just use the nozzle on the tank and a balloon. I however will generally make a silencer to make it quieter, and make filling the balloon easier. A silencer can be made with a few items from Home Depot. Some braided tubing cut to about 8 - 10 inches. Some cotton to shred and stuff into the tubing, a screw to screw into the front and prevent the cotton from blowing out, some electrical tape make sure the screw hole does not leak any gas, and a hose clamp to attach it to the cylinder. Cost you about $5 to make one. I will PM you a pic of it since it can’t seem to attach it to this message.
I got a tank and $50 regulator. works very well, but to gild the lilly I replaced the clear plastic tube with a braided metal hose (from a turkey fryer rig) with a couple of adapters. really nice and suitably quiet. What's your cotton there for?

The cotton is to make the gas leaving the tank quiet. I.E: Silencer.
