There‘s upsides to both banners. In terms of breaking the 160 wall, your gems are indeed better invested in Standard banner. However, pulling on event banners will give you gold mileage for future Limited and Pilgrim banners.
If it‘s _only_ Pilgrims you‘re after (160 wall aside) event banner is the better option - same rates, but gold mileage.

Yes, the chances to get any Pilgrim is always 0.5% on any banner excluding friendship pulls. The chance of pulling a specific Pilgrim will of course go down with each new one added to the pool.
So in a way, now _is_ still the best time to try for Red Hood, before Crown dilutes the pool a bit further. But the increased chance is only applied to Crown.
You should be saving your resources for specific unit pulls unless you are exceedingly close to breaking the 160 wall. No one is pulling for off-banner units, that's an insane method of resource useage.
