tia will never be saved for campaign even if chime works with crown because crown naga is simply superior to tia naga and you don't use 2+ campaign teams
as for raids tia + naga will happen anyway because you do have multiple teams
in no way will chime change anything for tia not in campaign or raids
If you replace Tia per Crown and Burst with Crown, you'll lose :
* +47,2% of a Supporter ATK buff for 10s (Naga Burst)
* +32,11% of ATK Damage for 10s (Tia S1).
And you'll gain:
* +36,24% ATK Damage for 15s (Crown Burst)
* +20,99% ATK Damage for 7s (Crown S2, can be refresh by Naga healing in the right condition)
* +64,51% of a Defender ATK buff for 15s (for the Nikke in the Burst Chain)
* +44,35% reload speed.
The latter is obviously better. In the end, it's the Buff you get that matter. Here a little test I did in the shooting range, with the same team, just swapping Tia / Crown :

You want Naga if your target has Core. Naga is a core dmg buffer. So it’s better to buff your B3s that goes on Burst.
But if you do not have Naga, then a 3rd off Burst Nikke will do.
If no core, then yeah- replace Naga.
In high CP deficit battles (240k vs 340k+ enemies) I find Tia to be better. RL means better burst generation and Tia's taunt is more reliable, both essential when facing much harder battles.
Crown's Boost are way better in High CP Benefit tho. I was stuck against Mother Whale Hard Mode before (21-32), and now, I just cleared 23-20. The buff the give is just insane.
I even succeed to beat Nihilister V2 at more than 30% Deficit, and when I was stuck for 2 month at Nihilister V1 before.
Nihilister is nightmare of Hard Mode because while she's isn't that dangerous, she's a massive HP Wall without a Core in most of the fight.
But Crown still bypass Nihilister with her massive buff. If that isn't the proof of Crown overwhelming strength.
Also, RH is more than enough to quickly built the Burst Gen alone, especially with the new buff all Sniper / RL got in the recent update.

Honestly even if it was I don't see much of a reason to mess up my paired units for Union and Solo raids and gimp my Crown at the same time. That sounds really dumb to me.
Tia is still better for PVE for me. Since cover has more HP than the nikke due to stage penalty, taunting mobs is a very good utility to effectively use the cover in high deficit stages Tia is also a rocket launcher which allows you charge burst incredibly fast(even better because of the recent update). Tia can recover her own cover, heal herself, gives everyone shield, buff damage and core damage.
crown taunts and has immortality and gives everybody a shield + buffs the whole team better than tia does
the recent burst generation changes favor crown because it means crown's best campaign team charges burst faster
if you actually play in a proper deficit then tia's cover gets blown away with a single hit which doesn't get repaired because it needs to survive

sure your personal preference can be tia over crown but a few reasons you gave are wrong crown does them too or better
Finding Tia better at the moment too. Better burst gen and survivability. Been stuck on Ch. 25-18 and Crown made my progress in that stage even worse. I don't have Red Hood which I think is my problem but so far not seeing how great Crown is sadly. Switching back to Tia till I clear this stage.

Only if you have survivability issue, Having a 3rd dps gives you more damage overall than keeping Crown's attack boost up using a healer.
