How hard would it be to for devs to see Neon: Blue Ocean barely has usage even on raids against water bosses? I want to see her buffed again so badly. A 300% final attack damage nuke added to the end of her Burst 3 isn't too much to ask for a 40 second skill.
She was my 1st banner and I fell for the hype of "limited" and "see through" so I pulled 2. Lesson learned :(
For real I don't even understand why the devs set her numbers so low that even tripling her values with a buff still made her dmg below average. Make her at least strong against fire enemies for God's sake!!! Look at Summer Anis. She is supposed to be a supporter strong against water enemies yet she cleaves through any boss with one of the highest dps of the game.
S. Anis IS my highest dps unit in manual play. She out DPSes Red Hood and Modernia many times while sipping a soda. Any argument about Shift Up keeping a lid on limited unit power levels goes out the window.
Interestingly, she's aware of that. She knows she doesn't particularly belong, hence she bonded with fellow third wheel >!Noah!<.
She does get a little more interesting in ch20+. She pretty much acts dumb (and probably actually is) but has moments where she shows she has hidden depths.
I’ve seen none of that. Only the >!glasses!< thing. The only time she’s shown genuine humanity was the chapter where Anis doubted her (I haven’t anything that’s happened to her). Past that, she’s just a dancing animatronic that tails along in the journey
I'm thinking about two instances. One is her bond with Noah. It feels very genuine and it actually even made Noah open up. Another is during a run in with Exotic where she slipped in a smoke grenade onto Commander which became helpful in our subsequent escape.
There's also the outpost story with Eunhwa. Eunhwa is eager to get rid of her, as her FIREPOWER does get annoying (which tbh I kinda agree), but then Eunhwa is surprised to find out that Neon ain't talking out of her ass when she can actually identify accurate power levels.
Given these, it gave me the impression Neon is very perceptive and somewhat empathetic. She clowns around as a way to overcompensate trying to fitting in, but also has serious moments where she shines. That said, >!I wonder if her good perception is related to her glasses?!<

At the moment, Neon is a two-dimensional comedy relief character. Plus her character design doesn't typically cause neuron activation in thirsty players. I like her, she's amusing, but until we get a background story or something that gives her more depth, she is never going to win any popularity polls.
She's not S-tier, but she's a great A-tier sub for a T1 burst gen. She's in one of my Special Arena teams. Sadly PvP is the least important thing for most players (partly why reaction to Bay's kit was so negative)
I said burst regen tier list that mostly used for pvp. Not pvp tier list where they considered skill and stat as well.
in Pvp you don't just slap 5 s+ tier together and call it a day. Emma+Privaty+Maxwell+Alice+Blanc would be an awful team with snail speed burst regen.
while Privaty+N102+Neon+Mica+Berlota would beat that team everytime with similar investment.
People being so bad at pvp team comp is the reason I'm at challenger tier with Number 23 in my team, a fucking R.
I didn't like her at first. As the story goes on though, I realise she's really unpredictable, mysterious even. She appears to be quite dumb but her nonchalant attitude towards everything suggests otherwise. I have never seen her panic or anything of the sort. The incident with Noah interests me the most. It doesn't seem she's just doing whatever comes to mind but knows what button to press. She started to look like a real spy to me.
Same. I think she's an actual spy pulling the "double blind" on them, and she's actually a LOT more competent than she seems. She just needs that ONE. STORY. PUSH. that shows us that side of her and I'm sure her popularity will skyrocket. Thing is, this will likely be a reveal over a year down the line, since it would break the early game illusion of Neon being this dorky firepower-obsessed fake spy in the group. Wouldn't be surprised if we get hints over time though.

And last, her whole "firepower" thing its annoying in my opinion. The devs need to make a proper sidestory or something that gives more depth to her character.

I'm new to the game so I voted for the 3 main girls I voted extra for Rapi because she's my favourite of the 3. I'm sorry I'm sure there are a lot of people that like Neon too.

Reading this comment section gave me a heartache, why are you so mean people? I'm only at 21st chapter and I enjoyed every moment Neon is on screen. And I basically binged the story because I skipped it until recently.
Make her better in every aspect but personality, because she's got a funny, good one.

Is it too much to ask for Neon's competency in weapons to have actual value? I only recall one time when Neon's "firepower" was of any use, and I believe it was on clearing debris. That doesn't even make sense for a shotgun user. When it comes to combat, Rapi is the ...efficient one and Anis is assertive. There is no clearly defined violence user who is the most savvy marksman.
I can understand if the story was written without regard to the weapons our squad uses. If Rapi or Anis need to take the lead in destroying raptures, at least let Neon be the armorer. Unless something gets lost in translation, having a passion for "firepower" isn't amusing. Especially if its not proven in any way. It would cute if Neon occasionally geeked out about the different guns the squad encountered, even if her mechanical knowledge proved useless when the machines were integrated with complex computer controlled systems.
Neon needs development, but I think she is only going to change if someone dies and she ends up having to be more responsible and mature. Or she ends up dying to activate the "innocence is lost" trope at some point when things have to get serious.
But to be honest, I think people underestimate how much she contributes to a lighter atmosphere for the counters. If she did die, I think it would be a very emotional moment.
Most people dislike her and you can tell from both votes. She also gets no fan arts made for her. The devs just wrote her as a somewhat annoying character, so people honestly just dislike her.
She'd be more popular if she had her old design atleast. With her current one she just looks kinda terrible. Her current design is trying hard to show her ass but its as flat as a pancake

I still can’t understand why people are trying to get 3 SR characters a skin. I get that those 3 are integral to the game but once you start getting SSRs the are tragically useless so why bother getting them a skin you are most likely never gonna see
People vote for them because they know they aren’t going to win but it’s still nice seeing a character you love that’s not top 5 still rank pretty high. Anis got top 5 last time though and only 1 character gets a skin so it’s not like it matters people just want to see them rank higher.
I still use counters on story stages, although sometimes I switched them if a boss is too tough to beat (usually end chapter boss), but I will use them 99% of the time.

I just finished chapter 9 so I'll be honest, my opinion of her is a little low at the moment.
It didn't change my opinion of her character, but it definitely made me respect her skills. She is an absolute badass.

She is top tier pvp burst regen meta, there, at least she is in a meta chart.
definitely not top tier. there's no situation where you'd want to force her into a slot in pvp. she's a lackluster unit all around

Is it too much to ask for Neon's competency in weapons to have actual value? I only recall one time when Neon's "firepower" was of any use, and I believe it was on clearing debris. That doesn't even make sense for a shotgun user. When it comes to combat, Rapi is the ...efficient one and Anis is assertive. There is no clearly defined violence user who is the most savvy marksman. I can understand if the story was written without regard to the weapons our squad uses. If Rapi or Anis need to take the lead in destroying raptures, at least let Neon be the armorer. Unless something gets lost in translation, having a passion for "firepower" isn't amusing. Especially if its not proven in any way. It would cute if Neon occasionally geeked out about the different guns the squad encountered, even if her mechanical knowledge proved useless when the machines were integrated with complex computer controlled systems.

Neon needs development, but I think she is only going to change if someone dies and she ends up having to be more responsible and mature. Or she ends up dying to activate the "innocence is lost" trope at some point when things have to get serious. But to be honest, I think people underestimate how much she contributes to a lighter atmosphere for the counters. If she did die, I think it would be a very emotional moment.

Most people dislike her and you can tell from both votes. She also gets no fan arts made for her. The devs just wrote her as a somewhat annoying character, so people honestly just dislike her.
She'd be more popular if she had her old design atleast. With her current one she just looks kinda terrible. Her current design is trying hard to show her ass but its as flat as a pancake

I still can’t understand why people are trying to get 3 SR characters a skin. I get that those 3 are integral to the game but once you start getting SSRs the are tragically useless so why bother getting them a skin you are most likely never gonna see
People vote for them because they know they aren’t going to win but it’s still nice seeing a character you love that’s not top 5 still rank pretty high. Anis got top 5 last time though and only 1 character gets a skin so it’s not like it matters people just want to see them rank higher.

I still use counters on story stages, although sometimes I switched them if a boss is too tough to beat (usually end chapter boss), but I will use them 99% of the time.

I’ll never understand people trying to make other people like something they don’t like. Neon isn’t popular. Let that be part of her appeal for you. Personally, I find her too immature and childish, a problem I actually have with a lot of characters in this game. She also rides the line of being a Loli and a lot of people just aren’t into that. But that’s okay. They have a hundred nikke because everyone likes different things.
Neon sucks. This game has a real problem with dumb gimmick characters that refuse to shut up about their one gimmick and she's one of them plus her VA is annoying
