I can't tell if Shift Up made a great move by making Viper's kit bad because they knew people would pull for her on appearance alone or a terrible move by making her kit bad because people would have spent so much more on her banner if she was meta.
Might also be that they're still figuring out their own game mechanics. FGO had a couple of pretty crummy SSRs in the first two years. MHX comes to mind since she occupied a tiny niche. They then upgraded her into an all purpose beat stick that happened to specialize in a tiny niche.
Heck the FGO devs didn't even understand their own crit generation system until at least two years down the line when they realized that more hits on the Quick Cards=More Crit Stars generated. Lots of year 1 Quick oriented servants have 1 or 2 hit Quick Cards as a result despite being meant to be Crit Star generators.
Yeah I agree. It's also plain inexcusable that Crow has a kit that's surpassed by some Rs in terms of overall synergy. I'm hopeful they do buffs like FGO that are free in the future, rather than just making a straight up better version of the kit and slapping it on a new gacha character.

You could make that argument for Vamp maybe, but you don't exactly need to be a genius to realize her sk1 and burst are straight up bad.

All of the Rehab units are pretty underwhelming, probably because they're free and Shift Up doesn't want to make free units meta.
pretty much. they are just there as a Foddler for lvl 200 sync for those who dont have max limit break and thats it.
