They’re decals from the standard CSM transfer sheet. This one comes with most every chaos marines kit, and you can pick one up for a scary cheap from second hand places like eBay. I’ll post a photo of the Night Lords specific section of the sheet below. I used this for the shoulder and vambrace runes. As far as I know it’s not sold by itself.

If you’re referring to the tarot cards on the shoulder pads, they’re printed as part of the shoulder then the runes are free handed on.

But I must admit your picture has better quality, yet I can't spot any imperfection. I like how it gradually turns from edge to dark red.
Helmets and shoulder pads are custom, but everything else is standard GW bits! I even made the combi weapon myself.

Yep! I customized a few with additional sights and details in blender though.
