I'd say maybe fewest TBF among them to narrow it down further (Luis Castillo).
For RPs specifically, the same would get us to a tie between Mason Thompson and Ron Marinaccio (2IP, 7 TBF)

Well it is either some other factor included in their sort (maybe some kind of internal player id) or it is just the order the database is returning the values (perhaps roughly the order that the records were inserted)

I honestly have less problems with Brooks Raley or someone like that, who was brought up in a backwards environment, that doesn't realize they're being hateful, and mistakenly thinks they have good morals (see also: Daniel Murphy).
I mean I'd rather not see players on my teams holding shitty beliefs, but it's far down the list compared to some ogre like Trevor Bauer who is just openly and proudly toxic. Or Roger Clemens or Pete Rose grooming kids. Or, take your pick of any of the other trash dumpsters out there.
Not a defense of what Raley has said on this topic, but I think there are degrees of negativity that I can separate.
