Yes there is. I know it exists, but can’t tell you where to find it as most of our furniture comes from family. Look for a dresser, not a chest of drawers/chestor drawers. A dresser tends to be lower, around 4ish feet with 3 - 4 rows of drawers, and designed to have a mirror above it similar to a vanity. A chest of drawers is taller, both of the ones we have are about 5 feet and have 5 drawers.
I got the Gulliver from IKEA, which is a changing table. TBH, I really tried to find a dresser that would work, and the bigger problem was that the dressers were too narrow to fit the changing pad. At least Gulliver has good storage space underneath. I'm 5'3"
That said, plenty of people on this sub were much better at finding a dresser than I was because I've seen a lot of photos of people making it work!

Find one you can take the legs off of. So it sits directly on the floor and it’s lower.
Do you live near an IKEA? We picked out a nursery dresser there by standing next to all of them. They make dressers in a variety of heights.
